National Center for Science and Technology Evaluation (NCSTE) is a specialized agency  affiliated to the Ministry of Science and Technology.In 2004,it was approved by State Commission Office of Public Sectors Reform to become an independent legal entity for national-level science and technology (S&T)evaluation.

Ever since its establishment in 1997,upholding the principle of Independence,Objectivity and Impartiality,NCSTE has implemented a host of major evaluation tasks in such fields as S&T strategy,program,plan,project,talent,innovation policy,government performance and provided critical evaluation and consulting services for the management and decision-making for the State Council Subordinates such as Ministry of Science and Technology(MOST),Ministry of Finance,National Development and Reform Commission(NDRC),Ministry of Foreign Affairs，Ministry of Agriculture and other local S&T management authorities.

NCSTE has kept the international frontier role in S&T evaluation theory,methodology and practice,and expanded the worldwide influence of China's science and technology by communication and cooperation with Organization for Economic Co-operation and Development(OECD),United Nations Development Programme(UNDP),World Bank(WB),U.S. Government Accountability Office(U.S. GAO),European Parliamentary Technology Assessment(EPTA),Research Councils UK(RCUK),Germany DLR Project Management Agency,Rathenau Institute of Netherlands,American Evaluation Association(AEA),etc.
